In electric power, power lines obstruction: the amount, as consideration for the easement agreement between the PLO and the private property owner, which is equivalent to the just compensation determined by the courts in accordance with applicable laws, rules, and regulations [Section 4(q), DOE Department Circular No. DC2020-02-0002, The Implementing Rules and Regulations of Republic Act No. 11361, Otherwise Known as the “Anti-Obstruction of Power Lines Act”]

Note: The IRR uses a different choice of words in the definition. PLO stands for Power Line Operator/Owner.
