Welcome to

Philippine Energy Law Terms

This website is a no-cost and ad-free legal reference dedicated to providing an organized and searchable collection of relevant terms and their meanings that are culled from select energy and energy-related laws and related implementing rules and regulations (IRRs) and other issuances. It aims to serve as a contribution to the study of laws governing the Philippine energy sector, which have increased over the past few years and hence may be overwhelming to navigate.

The first iteration of this website covers the following laws and their IRRs if any:

  1. Microgrid Systems Act of 2022
  2. Electric Vehicle Industry Development Act of 2022
  3. LPG Industry Regulation Act of 2021
  4. Philippine Energy Research and Policy Institute Act of 2021
  5. JCEC Enhancement Act of 2021 (Amendment to Electric Power Industry Reform Act of 2001)
  6. Murang Kuryente Act of 2019

  8. Anti-Obstruction of Power Lines Act of 2019
  9. Energy Efficiency and Conservation Act of 2019
  10. TRAIN Law of 2017

For each term, there is a web page containing the meaning(s) (i.e., verbatim, unless introduced by “See”), hyperlinked source(s), and topic(s) (e.g., power, electric vehicle). If appropriate, the web page may contain note(s) about the related law(s) or the factual differences between the law, on one hand, and the IRR or related law(s), on the other hand. Other features include a free text search field and filters based on the source. Related term(s) will be added later.

Editorial note: (1) Bracketed text in a term’s meaning reflects an editorial change regarding capitalization, punctuation, or missing text, or states “sic” in case of typographical or grammatical errors. In exceptional cases, bracketed text is part of the original definition itself. (2) A term’s meaning captures in parenthesis any footnote, including footnote number, from the primary source. (3) A term’s meaning may incorporate edits for readability or consistency (e.g., to delete unnecessary punctuation marks, extra spaces, or hyphens to divide a word at the end of a line, or to remove emphasis in bold font). (4) In case a term is written in different ways in primary sources due to capitalization, hyphens, singular/plural forms, among others, one format may be used in this website, with other formats explained in a note.

The DOE website is undergoing an upgrade. Some links will no longer work and will need to be replaced.
