In government procurement, energy services: a) Those which by their nature are necessary to the day-to-day operations of the Procuring Entity such as (i) janitorial services; (ii) security services; (iii) telecommunication requirements; (iv) supply of drinking water; (v) rental of office space, or lease of venue, and equipment; (vi) fuel fleet card services; (vii) water supply and distribution services (viii) electricity distribution; and (ix) other services as may be determined by the DBM; b) Services that, by their nature, are deemed essential, indispensable, or necessary to the day-to-day operations of the Procuring Entity; and c) Services that have been procured repeatedly by the Procuring Entity over the past three (3) years [Section 18.2.1, Implementing Rules and Regulations Republic Act No. 12009 or the New Government Procurement Act (Annex A to GPPB Resolution No. 02-2025)]
