Section 6 of the Murang Kuryente Act of 2019 states that the JCEC shall exercise oversight powers over the implementation of such Act upon the effectivity of such Act. In electric power, power lines obstruction: the congressional oversight body created under Section 62 of Republic Act No. 9136, otherwise known as the Electric Power Industry Reform Act of 2001, as amended by Republic Act No. 11285, otherwise known as the Energy Efficiency and Conservation Act [Section 4(l) of the Anti-Obstruction of Power Lines Act of 2019; Section 4(w) of DOE Department Circular No. DC2020-02-0002, The Implementing Rules and Regulations of Republic Act No. 11361, Otherwise Known as the “Anti-Obstruction of Power Lines Act”] Note: The IRR italicizes and puts into quotes the Electric Power Industry Reform Act of 2001 and the Energy Efficiency and Conservation Act. In energy sector governance: formerly known as the Joint Congressional Power Commission, refers to the Oversight Committee created under Republic Act No. 9136, otherwise known as the “Electric Power Industry Reform Act of 2001”, as amended by Republic Act No. 11285, otherwise known as the “Energy Efficiency and Conservation Act” [Rule 4(h), DOE Department Circular No. DC2019-05-0007, Rules and Regulations Implementing Republic Act No. 11234 (Energy Virtual One-Stop Shop Act)] In energy sector governance: shall exercise oversight functions in the implementation of all existing energy laws at the time of the effectivity of this Act such as, but not limited to, Presidential Decree No. 87, otherwise known as the ‘The Oil Exploration and Development Act of 1972’ Presidential Decree No. 972, otherwise known as “The Coal Development Act of 1976”, and Republic Act No. 8479, otherwise known as the “Downstream Oil Industry Deregulation Act of 1988”, except Republic Act No. 9367, otherwise known as the “Biofuels Act of 2006” [Section 3, JCEC Enhancement Act of 2021] Note: Section 37 of Energy Efficiency and Conservation Act of 2019 changed the name of JCPC to JCEC. The JCEC shall exercise congressional oversight over the implementation of the following laws in accordance with the respective Congressional Oversight provisions under such laws: Microgrid Systems Act of 2022 [Section 25], Electric Vehicle Industry Development Act of 2022 [Section 21], LPG Industry Regulation Act of 2021 [Section 54], Murang Kuryente Act of 2019 [Section 6], Anti-Obstruction of Power Lines of 2019 [Section 16], and Energy Efficiency and Conservation Act of 2019 [Section 37]. The JCEC shall also exercise congressional oversight over the implementation of Energy Virtual One-Stop Shop Act of 2019 [Section 24], which refer to Oversight Committee, and the following laws, which refer to Joint Congressional Power Committee (JCPC): Presidential Decree No. 269 [Section 64-B], as amended, as amended by the National Electrification Administration Act of 2013, and RE Act of 2008 [Section 35].
