In electric power, power lines obstruction: the transfer of the power lines and it associated facilities to a location that is remote to its original position, and which will require a change in the system map of the PLO [Section 4(qq), DOE Department Circular No. DC2020-02-0002, The Implementing Rules and Regulations of Republic Act No. 11361, Otherwise Known as the “Anti-Obstruction of Power Lines Act”]

Note: Under the IRR, the term is alternatively referred to as “Major relocation”. PLO stands for “Owner or Operator of Power Lines” or “Power Line Owner/Operator”.
