In climate action: Republic Act No. 9729, An Act Mainstreaming Climate Change Into Government Policy Formulations, Establishing the Framework Strategy and Project on Climate Change, Creating For This Purpose the Climate Change Commission, and For Other Purposes[See Section 1, Climate Change Act of 2009]
Note: This is the short title of the Act. The Act was signed into law on 23 October 2009. The Climate Change Act of 2009 declares the following policy, among others: “It shall also be the policy of the State to incorporate a gender-sensitive, pro-children and pro-poor perspective in all climate change and renewable energy efforts, plans and programs” [Section 3, Climate Change Act of 2009].
The Climate Change Act of 2009 was partly amended by Republic Act No. 10174, An Act Establishing the People’s Survival Fund to Provide Long-Term Finance Streams to Enable the Government to Effectively Address the Problem of Climate Change, Amending For the Purpose Republic Act No. 9729, Otherwise Known as the “Climate Change Act of 2009”, and For Other Purposes, which was signed into law on 16 August 2012. The amendments include the definition of terms in Section 3 of the Act, among others, but do not include a change in the short title “Climate Change Act of 2009”.
Following the amendment, the Climate Change Commission issued Commission Resolution No. 3, Revised Implementing Rules and Regulations (R-IRR) of Republic Act No. 9729, Otherwise Known as the Climate Change Act of 2009, As Amended By Republic Act No. 10174. The issuance is undated, but the transmittal of the copy signed by the President to the Climate Change Office is dated 13 November 2015.
