In climate action: risk reduction and management activities that address and seek to avoid the development of new or increased disaster risks, especially if risk reduction policies are not put in place, as defined by Republic Act No. 10121 [Section 1(k), Climate Change Commission Resolution No. 3, Revised Implementing Rules and Regulations (R-IRR) of Republic Act No. 9729, Otherwise Known as the Climate Change Act of 2009, As Amended By Republic Act No. 10174]

Note: Under the law, the term is part of the definition of “Disaster Risk Reduction and Management”.

Under the IRR, the term is defined twice. In Section 1(k) of the IRR, the definition of the term written as “Prospective disaster risk reduction and management” is part of the definition of “Disaster Risk Reduction and Management” similar to the approach under the law. This IRR definition also adds “as defined by Republic Act No. 10121”, that is, “An Act Strengthening the Philippine Disaster Risk Reduction and Management System, Providing for the National Disaster Risk Reduction and Management Framework and Institutionalizing the National Disaster Risk Reduction and Management Plan, Appropriating Funds Therefor and For Other Purposes”, otherwise known as the “Philippine Disaster Risk Reduction and Management Act of 2010”. In Section 1(z), the term “Prospective Disaster Risk Reduction and Management” is defined as a stand-alone term, adopting the same definition under the law.
