Note: Under the IRR, the term is alternatively written as “Local EE&C Plan” instead of. “LEECP”. Also, the IRR removes the following proviso, and adds it to describe “programs”: “Provided, That it shall be aligned with this Act and the NEECP”. In the said addition, “this Act” is written as “the Act”, and “NEECP” is written as “National EE&C Plan”.
